You need to make the criminal who killed you confess to the murder! Let’s get straight to the conclusion. Did any of you kill the Founder? If I were the killer, it would’ve been the perfect crime. Not a single clue. Now that the Founder is gone, we need to keep ourselves together! We are only here thanks to the grace of the Founder! This means that all of us ministers are prime suspects. It is true that one of us could easily catch the Founder off guard. Heh, quit actin’ all pure and innocent… You’re after the empty Founder’s seat, yeah? This is a trial given to you by God. Find the one who killed you. Make them confess their sin. Since the show has just started, let’s introduce the protagonist and the story. Saiga-san, if you please. I voice the protagonist, Rei Shimobe. Founder of the Shuten Order who was resurrected in a“temporary body”. All memories prior to being murdered were lost. ”Rei Shimobe” is a temporary name to hide their identity as the Founder. Disguised as a detective to find the murderer within the given time limit: dawn, four days from now… That’s the gist of it. Thank you very much. It feels like a lot of information, but including the opening trailer, I’d like to hear the key points from Kodaka-san and Nakazawa-san. What are your thoughts? The story of this game begins with the death of the protagonist, Rei Shimobe. Then, for some reason, Rei is resurrected and told that they are the Founder of Shuten Order. However, Rei has no memory of that time, so they search for the person who killed them in order to regain their sense of self. It’s a suspense story that pursues who killed the Founder and for what reason. To corner the five suspects, who are the ministers of Shuten Order, the story branches into five scenarios. The game system also branches in the same way as the scenarios. SHUTEN ORDER is a multi-genre adventure game. There’s a phrase that caught my attention, “God’s trial,” which Rei also mentioned. What exactly is that? God’s trial… what could it be? That’s about how little the player understands. The protagonist, Rei Shimobe, has no idea either. Two Angels, Himeru and Mikotoru, appear to assist Rei Shimobe. They tell Rei, “If you clear God’s trial, you will be restored as the Founder.” I don’t get it, but I have no choice but to do it. However, given the occult nature of this Shuten Order, perhaps such a mysterious power could exist. With that mindset, Rei Shimobe takes on God’s trial. So Rei starts searching for the culprit as best they can, with what little they know. Rei doesn’t understand the Angels, nor do they understand God’s trial, but… if someone tells you, “Well, that’s just how the Shuten Order is,” you kind of have to accept it. And so, we’re going to have Saiga-san actually do an early playthrough, take on God’s trial, and try to find the culprit. So, I’d like to introduce our guests once again. Hello everyone. I’m Mitsuki Saiga, and I voice Rei Shimobe in the game SHUTEN ORDER. I’m Kazutaka Kodaka from Tookyo GAMES. I’m in charge of the original concept and scenario for SHUTEN ORDER. It’s a pleasure to be here. I’m Nakazawa from Tookyo GAMES. I served as the director for SHUTEN ORDER and also handled part of the scenario. Thank you for having me. I’m Inagaki from DMM GAMES. I’m the producer for this title. It’s a pleasure to be here. A pleasure to be here. And I’m Miyokawa, editor-in-chief of Famitsu, serving as your host. Thank you. This is a program where Mitsuki Saiga, who voices the protagonist of the game SHUTEN ORDER, will be doing a thorough early playthrough for us over a total of four episodes. I hope that people who are unsure will see this and think, “Ah, so that’s how you play it.” I imagine you talked about it during the voice recording sessions, but is this really your first time playing the game? For most of the characters, this is the first time I’m seeing their visuals, and the first time I’m hearing their voices. I only knew about Rei. After this gameplay session, we’ll also have a segment where the staff from Tookyo GAMES and DMM GAMES will talk about SHUTEN ORDER, so please watch that as well. Who is the culprit that killed the Founder of the Shuten Order? You’re made to guess the culprit right from the prologue. I see. Right. So I’m supposed to choose one, without really knowing what’s going on. For now, yes, you choose. Right now, you’re using the power of God. Oh, I see. The protagonist, Rei Shimobe, can use something called the power of God, so this is the activation screen for it. I see. Ah, here we go. So, these five people are the so-called suspects, right? You first choose who you think the culprit is, and that takes you to their respective route. I see. These are the five ministers in Shuten Order. They were the five people closest to the Founder. So the idea is that if anyone could have killed the Founder, it must be one of these five. All I can say is that they all look suspicious. Well, they’re suspects, so of course, but on top of all being suspicious, we don’t really know much about them yet. The two Angels assert that since you can use the power of God, you will undoubtedly be able to identify the culprit. This one’s cute. She is cute. Indeed. She looks a bit suspicious. She looks cool. He seems very Japanese. For now, since this person is on one end, maybe I’ll just start from there. Here goes. When you choose, it gives you a little preview of what kind of story will start and what kind of gameplay is involved. So it explains it for you. That’s right. So if you feel like you don’t like it, you can switch to another one. I see. So if I think, “Hmm, maybe not a Mystery Adventure right now,” I can decide to do it later, or I can just go for it. That’s right. So, are you sure? It’s asking for confirmation. That’s amazing. Are you really sure? The culprit Saiga-san chose is Kishiru Inugami of the Ministry of Justice. You read the name as “Kishiru,” everyone. Yes, let’s see what kind of route this is. We have some footage. Mystery Adventure. A gruesome string of murders unfolds surrounding a wealthy man’s last will. Collect evidence and track down the murderer. So, we’re jumping a bit into the game, but Nakazawa-san, could you tell us what the situation is? After choosing Kishiru Inugami earlier, you go to question him… and through a series of events, you become involved in an inheritance dispute that he’s connected to. Inheritance disputes and murder go hand in hand, and indeed, someone is killed, and you find yourself in a position where you have to solve the murder case. The interrogation of Inugami also gets sidetracked, so you’re in a situation where you have no choice but to solve this case just to be able to talk to him. It’s not exactly a “cursed village” setting, but… it’s a scenario where murder cases happen in a mansion. The scenario for this route was handled by Takekuni Kitayama, a mystery novelist. He’s someone we’ve worked with on the tricks for games like Danganronpa and RAIN CODE, so I think a very authentic mystery has been created. There’s a dead body on the right side, yes. Someone’s been killed. You can also examine the body. It’s possible to investigate this person. When you choose to investigate like this, you can look into various things and solve the mystery of the case. He’s been stabbed a lot. This is an inheritance issue for the wealthy Kukuri family. One of the heirs has been murdered. I see. And while you’re investigating, I think you can see a mark on the right. At that time, the RT button… The top right. The trigger button. If you press this, the screen changes. And here, I believe the words “it’s a rowboat” are in green. There’s a mark indicating that this might be suspicious. This is a choice: do you investigate this more deeply, or do you let it slide? I believe it says “Snapping.” If you press it, you think deeply. Actually, this one is wrong. And when that happens, it goes down. If you pry into everything too much, you lose a bit of trust. But if you dig deeper correctly, you can get more clues, so you have to discern what’s most important and investigate accordingly. He says such awful things. Basically, everyone is a jerk. That’s why they all look like the culprit. I see. In a different sense from the Founder’s murder. Oh, something appeared. This is one. You latch onto the fact that she said she “went out early in the morning,” and you either think, “Hmm?” or you let it slide. I see. And if you do it, you press and hold the A button… Oh, something’s showing. This is a success. Oh! Yes, that success mark is that “snap!” sound. I see. Like snapping your fingers. Hence, “Snapping.” Ah, so that’s what it is. I get it now. By questioning further, more detailed information… …has been revealed. You’ve obtained a witness testimony about what time the murder victim left the house. With this, I believe the investigation progress has increased. You gather correct information like this. I see. Through this case, Rei wants to find evidence that Inugami is the culprit, so there’s also the aspect of them cooperating. So, while solving this murder case, observing Inugami in various ways is also a key point. Is he really the culprit? His way of speaking, his way of thinking, his personality. It’s tricky. So the question is what to do about this. Right. I mean, I did various things during the recording session, but it’s gotten quite faint now. Meta-reasoning. Meta-reasoning. So for this, for example, I’ll set this, and then… this? Yes. Ah, it’s correct. Oh, I increased it. Inugami is your partner in this case. Regarding this murder case. I see. So it’s a situation where you’re solving the case together, yet you find him suspicious. Exactly. He’s an ally, but you also suspect he might be the one who killed you. This person is the one who discovered the body. Ah. Someone came in and intervened. It was irrelevant. It seemed important, didn’t it? “Not passing each other at all” was completely irrelevant. It keeps decreasing like this. Scary. It feels like it’s about to end. I’m getting that feeling. Mizuno-san, right, she was there. Ah, the dialogue. I didn’t realize Yori Mizuno was this cute. She’s the most sensible person among them, which is why she gets bullied a lot by the others. She’s a poor girl. So sad. At this point, this girl is already being suspected. “You’re the one who killed him.” It’s difficult. This is a difficult judgment to make. It seems like an alibi, doesn’t it? But it might not be an alibi, well, let’s just keep going. Yeah. That’s what it is, right? Ah, this, this is a success. Ah, right, so by asking if she met anyone… This girl’s alibi has been established. Ah, I see. Indeed. Yeah, you have to examine the body, don’t you? Brutal. I see. It jumped up all at once. To about 60%. This is it. Ah, you can still examine the body. It increased. It’s here now. It lit up. Ah, I see, I see. So by doing that, after examining the body, you can investigate further. Which means I have to investigate this. Wow, it’s a real mystery game. Smoothly done. If you just try everything, you’ll fail, or rather, you’ll be disqualified as a detective. Sure, we’re going through this quickly now, but if you don’t read carefully, you’ll be like, “Wait, what was that from before?” right? You have to proceed while thinking and reasoning, like, “What is that wire about?” Right. Well, the important clues you find by investigating are collected together on a separate screen, so you can review them later. Alright. With this, we’re up to 71%. It’s the line after the one about defensive wounds. You can ignore this one; there’s more further on. Oh, really? So that can happen too. It’s not over just because something appeared. Is that it? And if you get curious here, you can press it. Ah, this one? I see. Oh, I see. Finally at 86. Just a few more. About one more. This one? This one seems a bit suspicious. The rope. It’s this one. Oh, oh. Here it comes. The arm, maybe. This person is important. He’s been showing up a lot. This is Maruo Suzu. He knows a lot of things since he’s a servant. Ah, there it is. With this, all the clues have been gathered. Yes. So now… Now that you’ve gathered 100% of the information, you’ll complete the evidence puzzle based on the information you’ve collected. Something has appeared. Right now, Yori Mizuno is being heavily suspected by the others; they’re cornering her saying, “You’re the culprit,” but Rei is defending her. But Rei’s just been asked, “On what evidence do you base your defense?” So Rei is recalling the clues they have gathered so far, thinking that if they combine this clue and that clue, they might figure something out. This is thought mode. In other words, we’re looking inside Rei’s mind. Inside of Rei’s mind. Right. This is a puzzle where you have to fit the correct piece of evidence into the question mark slots. Right there, I believe the topic is “What was she doing?” Right, right, the thing we just did. So, you search here for a clue that proves “what she was doing.” This, it’s something like this, right? The thing that proves it. Yes, yes, that’s right. That’s exactly right. Set it. And, success. Ah, I see, I see. So this is how you complete the puzzle. If you fit all the pieces, something will become clear. I see. And I believe there’s another question mark, so you do that one. Yes. They’re now thinking about what time the victim, Seizo Kukuri, was killed. Rei thinks, “Someone must have said something related to that,” recalling if there was any witness information. This one? Yes, yes. That’s it. The information that he went out in the morning. Success. If you fit these two, it’s a success. That’s why the surroundings are like this. When it gets more difficult, you have to fit all of them. Wow, that sounds tough. This is just the beginning, so it’s only two. The number of pieces was small just now, and the number of slots to fill was also small, but as the pieces increase… …and the number of slots increases, if you make a mistake, it becomes a completely different, difficult puzzle. I see. And now that this is clear… Ah, I see now. I see, I see. With this, it’s been established that at the time the victim went out, Yori Mizuno had been given work to do, so there’s no way she could have killed him. Alright, so we haven’t quite cornered the culprit yet, but our early playthrough ends here. Okay. Saiga-san, how was it playing the game? Regarding this route, you really have to do both the reasoning and the puzzle parts, so it’s not over just because you’ve figured everything out; you have to use that information. So you really have to… …organize the case in your own mind as you proceed. Your skills as a detective are truly put to the test. A detective, yes. I want you to do the “snap.” Right. Well, I think the viewers are probably curious about what happens next. Kodaka-san, Nakazawa-san, is there anything you can tell us? Well, one thing I can say is that the murders don’t end with this one. As you’d expect, these things tend to develop into a series of murders. I think it will be fun to play while thinking about who will be killed next, and who the culprit is in the first place. From what I’ve seen, Inugami doesn’t seem that suspicious, but… Yes, Inugami himself is a drug addict and quite a mess, so Rei gets pushed around by him quite a bit. Yes. Ah, because from our perspective, we already “know” he’s the culprit. We just happen to get caught up in a case with him, but… …the main target is him. Oh, right, right, right. Yes. There are many things to be curious about, but to see what happens next, please check out the game SHUTEN ORDER, releasing on September 5, 2025. Now, from here, we’d like to welcome the creators of SHUTEN ORDER for an interview. Everyone, could you tell us in what capacity you were involved in this work? I was involved as the producer for this title. Mainly, up until now, I’ve been involved in localization, localizing overseas games and providing them to Japan. Most recently, I also served as the producer for Touken Ranbu Warriors. Yes. I see. So, is this your first time working on what you’d call a new IP, something completely new? That’s right. For DMM GAMES, this is one of our first new IPs, so we’re quite enthusiastic and trying not to get carried away. Then, what about Kodaka-san? Yes, I did the original concept. First, I laid out the groundwork, like “Let’s do this kind of game with this kind of story,” wrote the overall narrative, and outlined what happens in each route. Then, I wrote a part of it myself, and left the other routes to other writers. I left most of the actual direction to Nakazawa. As the original creator and also a scenario writer, did your position change at times, like taking directions from the director, Nakazawa-san? Due to the influence of each route, when things had to be changed, I trusted him. Since he was the one saying it, I figured it must be so. However, I was heavily involved in the very beginning when we were building the core of the game. Once I got it on track and felt confident it was okay, I left a fair amount to him. Yes, and Nakazawa-san? This time, I was in charge of the overall direction of the game, and direction essentially means checking the entire game, controlling the quality, and so on. I checked whether SHUTEN ORDER adhered to the concept of the plan Kodaka came up with, and also, based on the criterion of whether the average user would find it fun to play, I did various checks and gave instructions. I also wrote some of the scenario, and since I was overseeing the whole thing, and the five routes are very intertwined in a complex story, I oversaw the entirety, giving instructions for revisions, and ultimately making adjustments myself, handling the overall final check. It’s one game, but it feels like there are five games inside it. So you were also involved in thinking about and adjusting each of those systems? That’s right. I worked on it together with the development company, Neilo. We didn’t develop all five at the same time, but we planned with the assumption that there would be five, thinking, “Let’s make this route like this,” or “This part overlaps a bit, so let’s change the approach.” The scenarios, in particular, were moving forward simultaneously, so sometimes it got quite confusing. One moment you’re making a horror game, the next you’re thinking about romance, then trying to remember, “What was the trick in the mystery?” There were times it got pretty chaotic. It was like you had to switch between different personalities. First, I’d like to ask Inagaki-san again. For this production, it feels like Tookyo GAMES is deeply involved. Can you tell us how things were made with their involvement, what was done first? Please tell us about that. Well, when Kodaka-san and his team approached us, they first gave us a plot. I read it and found it incredibly interesting. Although it’s fictional, it’s themed around religion, and to be honest, I thought that would require a certain amount of courage. However, as Kodaka-san often told me, “Probably only a company like DMM could do this.” Hearing that, I thought, if they’re willing to go that far, let’s try to do our best together. That’s how we started. We teamed up, and they’ve been almost entirely involved in the process. Kodaka-san, did you specifically bring the religious theme to DMM knowing their reputation? No, that’s not it… I had originally been thinking of a story with a religious motif, I had that idea, and it just so happened that when I took it to DMM, they found it interesting. Though, I did have a feeling that, yeah, DMM might just be able to pull it off. This time, there are five routes, and depending on the route, some have puzzles, some are more action-oriented, and so on. Looking at comments on social media, I’ve heard some people say that certain routes seem difficult. In reality, what is the difficulty like? For all the routes, including the action and puzzle-solving elements, we didn’t set out to make a brutally challenging game this time. Rather, it’s about enjoying the story of SHUTEN ORDER through these various games with different approaches and playstyles. You will absolutely not get into a situation where you’re completely stuck and can’t proceed. We intended to balance it so that even people who don’t play a lot of action games can clear it. For these five adventure games, is there any particular way you want users to play them, or a recommended order to play them in? Since they can choose freely, I want users to follow their intuition and play as they like. Conversely, precisely because you can play freely, what you see will change depending on the order you play in compared to other people. The clues you get and their order will change. I really want people to play however they want and not worry about how others are playing, but to play their own way. In each route, the information you receive about the Shuten Order, about yourself being the Founder, about the existence of heretics, is completely different. So, if you choose Manji first and then play Teko’s story, the information you have is completely different. The way the overall mystery of the story unfolds is also completely different depending on the route you choose, so it’s structured in a way that you can enjoy solving the mystery in your own unique way. I see. A pretty important mystery might be revealed in the very first route. Information that would normally come as a surprise at the very end might be revealed in the first scenario you play. But it’s also interesting to play with that knowledge. But it’s also interesting to play without knowing. So, whether you play knowing or not knowing, you have that for five different stories. The order you play in is truly enjoyable. This is a one-time experience, so I think it’s quite interesting. So a player’s impression of the same scenario can be completely different depending on the order they play it in. You might suddenly find out what the Shuten Order is right away. Ah, I see, I see. Or you might find out at the end. In that case, it feels like a surprise or a plot twist. Conversely, if you find out on the first go, there’s also the fun of playing through while thinking, “Ah, so the Shuten Order is like this.” It’s enjoyable on a second playthrough after finishing it once. You start to see things like, “Oh, right, because of this, that’s what happened!” as you replay it. That’s right. Rei Shimobe starts with amnesia, so nothing is known. Just as the player knows nothing from the start, as Rei learns various things, the player also learns along with them, and the true nature of the world becomes clear. Kodaka-san, where did you start thinking about the initial spark, the concept? The starting point was, “Let’s try to make a straightforward adventure game.” However, I thought if it was too straightforward, it wouldn’t be very interesting. So instead, I started thinking it would be great if we could make a game that incorporated various adventure game elements. I see. If you’re a fan of adventure games, you’ll find things that make you grin, like, “Oh, they included that,” or “They put in this kind of direction.” I think there’s a lot of that. It’s truly filled with a love for adventure games. Conversely, for people who have never played an adventure game, it can be a gateway. “Wow, there are detective adventures like this? This is fun.” From there, they might start playing various other detective adventure games. Simply put, getting to enjoy five games is a great deal, isn’t it? With all the different systems. It was tough. Making five games. It was so tough that just watching was painful. We made each one properly. We didn’t just make them like mini-games; we made each one to stand as a proper game. So not just us, but Neilo-san must have had a really tough time putting up with us. Every time one was finished, there was still no end in sight. “The game is finally solidified.” “Alright, next one, from scratch.” And another thing I’m curious about is the catchphrase, “Happy New End, have a good end.” What does this mean? Could I ask you, Kodaka-san? This Shuten Order is an eschatological cult that desires the end of the world. The people of the Shuten Order hope for the end, and so as a greeting, they say “Happy New End” instead of “Happy New Year.” It’s like, “We’re one step closer to the end of the world. How wonderful.” It’s that kind of new year’s greeting. It sounds ominous, but for them, it’s a joyful phrase. Conversely, although they advocate for eschatological beliefs, they are extremely peaceful. All acts of violence are forbidden, though some ministries are exceptions. Basically, conflict within Shuten Order is prohibited. They have this extremely peaceful ideology. Yet, for some reason, they desire the end of the world. It’s a strange Order. Wow. Yes.
