He was kept after an agreement with the government of President César Gaviria to avoid his transfer to the United States. The conditions included legal benefits such as reduced sentences for collaboration. The Monsignor was willing to mediate. Pablo emphasized that his decision would bring peace not only to the country but, above all, to his family. In 1991, he chose a plot of land in the high and cool mountains of Envigado to build a custom-made detention center part of an agreement with the Colombian authorities at that time a decade of challenges and rivalries including the persecution of a group called Los Peps created enormous pressure around him affecting people close to him there were still tensions with a rival organization from Cali Pablo observed the fate of other leaders of similar organizations some like Carlos Leder were sent to the United States others like the Oxoa brothers agreed to serve sentences in Colombian prisons and there were those like Gacha known as El Mexicano who were discharged in confrontations with the authorities after months of discreet negotiations Pablo reached an understanding with the Colombian government he would stay in a detention center but with a special condition the place would be designed according to his specifications on a plot of land he had already acquired foreseeing this possibility by the agreement Pablo could also select the agents responsible for his security maintaining proximity to his family the strategic location of the center allowed him to have a direct view of the house where his family lived he installed a telescope to observe his daughter while talking to her on the phone in addition to monitoring everything that happened around the place The decision to surrender brought more than the choice of a safe place away from possible threats; above all, it guaranteed protection against what Pablo feared most: being taken to the United States, where the system made it difficult to influence agents or authorities. The agreement to remain in a detention center in Colombia built under the conditions was a carefully planned strategy to maintain control of his situation. One of Pablo’s mottos was clear: better a grave in Colombia than a cell in the United States. In exchange for his surrender, the Colombian government would guarantee his detention for 7 years, freeing the country, even temporarily, from the tensions and challenges that marked the 1980s. This agreement also ended intense efforts to capture the leader of an influential organization in Medellín. On June 19, 1991, Pablo arrived at the detention center in a large Bell helicopter, dressed in his signature American jeans, white Adidas sneakers, and an Italian button-down shirt. He carried only one personal security item, something he had never seen before. The place, called La Catedral, had no religious connotation, but was a reference to his grandeur behind the scenes. Many nicknamed it the Medellín Club or the El Patron Hotel, which seemed more appropriate. The space designed under his orders had amenities such as a bathroom with a whirlpool, a rotating circular bed, a soccer field, a party space, a dollhouse for his daughter, and even a private bar equipped with telephones, radios, and a fax machine. Pablo maintained contact with the outside world, overseeing operations that at their peak moved millions daily and controlled a large part of the international market. Pablo considered the Catedral the ideal place. After 6 p.m., fog covered the area and dawn was shrouded in mist, creating an isolated environment. He even planned protective structures, concerned about possible threats from rivals from Cali during his stay his family came from Envigado to visit him three or four times a week friends professional would not accept any violation of the agreement and tension took over the atmosphere the government made a mistake in bringing reinforcements from Bogotá using Hercules planes taken off from military bases such as Catalão and Palanquero in Poerto Salgar the mistake was sending people who were unfamiliar with the rugged terrain of Envigado the next morning a general close to Pablo warned him the army planned to enter La Catedral to capture him and possibly transfer him abroad to protect his safety Pablo decided to hold the vice minister and the colonel as a precautionary measure he and his brother Roberto already had an emergency plan in a less guarded spot they hid a tool capable of cutting through strong fences roberto prepared the opening by cutting through a 1 m wide suitcase then returned to the interior where they kept the hostages under surveillance by an ally named Popai in one of the rooms roberto had installed a strategic system switches that controlled the power of the place when activated the cathedral was completely dark with radios in hand everyone followed the news at the appointed time pablo gathered his group it was the final moment in that famous place the
