“Synopsis”
A hostage crisis occurs at a cabaret club in Kabukicho, and Erika Ichinose, who is in charge of preventing PTSD during the incident, and police officers Sudo and Uzaki work together to solve the threat of a state terrorist attack and the case of a cyanide bombing.
Kaizuka Hideto said, “This country is full of malice, which erodes hope and continues to give birth to despair.
When did this country become like this, and who is to blame?
There is no one left who can answer that.
Even I cannot escape the responsibility for unconsciously creating malice.
I take my own life, taking responsibility as the father of malice, and taking it with me,” he said in a video he sent to the police, and then committed suicide by drinking potassium cyanide.
The police determine this to be a case of state terrorism, but Ichinose decides that it is not, and begins to unravel the cyanide distribution case.
It is discovered that Kaizuka Hideto’s son, Zaizen Keiichi, is the culprit behind the suicide by poisoning of a member of the “Nuage Society”…

「あらすじ」
歌舞伎町のキャバクラで立て籠もり事件が発生しその事件でPTSD予防を担当した一之瀬恵梨（深田恭子）と警察の須藤と宇崎（萩原聖人）が協力して国家テロの予告と青酸カリバラマキ事件の解決をする。
甲斐塚英人は「この国は悪意に満ちている、悪意は希望を蝕み絶望を生み続けている。
この国はいつからこうなってしまったのか、誰の責任なのか。
答えられる人間はもうどこにもいない。
私とて無自覚な悪意を生み出した責任から逃れられない。
悪意の父たる責任から悪意を道ずれに自決する」
という映像を警察に送り付け青酸カリを飲んで自殺した。
警察は国家テロと判断するが一之瀬はテロではないと判断し青酸カリバラマキ事件を解明していく。
「ニュアージュの会」で服毒自殺した事件は甲斐塚英人の息子の財前圭一が犯人であることが分かった・・・。
